The purpose of this primary standard is to eliminate or minimise the risks of significant environmental harm as a result of the installation and operation of temporary waterway structures. Temporary waterway structures include all temporary structures used for construction of permanent works that are installed withing waterways. The definition of waterways varies with each State jurisdiction, but at a minimum this includes works between the high watermarks of the waterway. Note that some jurisdictions specify the distance from the top of the bank and include the riparian zone.
This primary standard also applies to ephemeral waterways. A risk based approach, which is to be documented as a risk assessment, may be taken for lower class ephemeral waterways and where simple, short term temporary structures (to be in place for less than 1 month) are proposed.
